Submission from Estonia
The Estonian Government would like to take this
opportunity to inform the other members of WTO about its relevant acts,
decrees, regulations and administrative rulings of general application
relating to sanitary and phytosanitary measures, including product coverage
and relevant international standards, guidelines and recommendations passed
during the period of 1999-2003. Hereby Estonia presents a short annotation
describing the scope of application of all acts relevant in the SPS context
passed during the mentioned period and a list of all by-laws relevant in the
SPS context mandated by the mentioned acts. The full English texts are
available upon request in the respective Estonian authorities. Additional
information and details of respective contacts are available on the web site

§ 1. Scope of application of Act
(1) This Act provides the bases for the handling of food and raw material
for food for marketing purposes, the self-checking of a food business
operator, and state supervision in order to ensure food safety and the
conformity of food to other requirements.
(2) This Act does not apply to narcotic substances, tobacco and tobacco
products, and medicinal products governed by the Medicinal Products Act (RT
I 1996, 3, 56; 49, 954; 1997, 93, 1564; 1998, 36/37, 554; 1999, 58, 608;
2001, 53, 308; 2002, 18, 97; 53, 336; 62, 377; 63, 387; 82, 480; 2003, 26,
156).
(3) This Act applies to the handling of alcohol in so far as other Acts
does not regulate the handling of alcohol.

2. Infectious Animal Disease Control Act (entered

Scope of Application
This Act provides measures for infectious animal disease
control and regulates the application of such measures and payment of
compensation for damage caused by infectious animal diseases.
(2) The purpose of measures for infectious animal disease
control is to prevent and eradicate infectious diseases of animals and
protect humans against diseases, which are common to both animals, and
humans or which animals spread.

Scope of Application
– This Act provides the bases for the
plant health requirements. This law stipulates the bases for the use of
pesticides under the condition to guarantee the safety of the environment
and the health of the humans and animals. It also regulates the organization
of the plant protection.

Scope of application
This Act provides the requirements for the quality and
marketing of horticultural products, and regulates the joint activity of
horticultural producers and handlers of horticultural products, the
implementation of measures for market organisation and the payment of

Scope of application
This Act provides the requirements for feedingstuffs, and
for the manufacture and intermediation of feedingstuffs in order to ensure
the harmlessness thereof in terms of human and animal health and to the
environment, and the favourable effect thereof on animals and livestock
products (hereinafter livestock products).

Scope of application
This Act regulates the use of plant varieties, the
production and packaging of the seed and propagating material of species of
agricultural and horticultural plants and the cultivating material of
forestry plants for marketing purposes; the marketing, import and export
thereof; and state supervision and liability for violation of this Act or
legislation established on the basis thereof.
