Manages the work of the structural units of the ministry and organizes the activities of government and state authorities in the area of government of the ministry since 21 April 1999.

Ants Noot was born on 15 February 1969. In 1993, he graduated from the Estonian University of Agriculture in the field of economics and entrepreneurship. He worked in managerial positions in banking during 1993 – 1994 and in the Ministry of Finance from 1994 – 1997. Until appointing Secretary General, Ants Noot was the manager of Hansatee Finants Ltd.
