Management

The management of the Ministry of Rural Affairs includes the Minister of Rural Affairs, Secretary General and Deputy Secretary Generals, whose subordinates are the Heads of Department.

The tasks of the management members have been set out in the statutes of the Ministry of Rural Affairs.

The Ministry of Rural Affairs is headed and represented by the Minister for Rural Affairs, who is appointed and dismissed by the Government of the Republic.

The Secretary General manages the work of the structural units of the Ministry, except for the work of the Internal Audit Department. The Secretary General also coordinates the activities the governmental authorities in the Ministry's area of government and the state authorities administered by the Ministry, as well as organises the administration of the Ministry. The Secretary General is proposed by the Minister of Rural Affairs.

Deputy Secretaries General are subordinates of the Secretary General, who manage the subordinate departments through the Heads of Department. The Ministry of Rural Affairs consists of the following positions: the Deputy Secretary General for Fisheries Policy and Foreign Affairs, the Deputy Secretary General for Agricultural and Rural Life Policies, the Deputy Secretary General for Food Safety and Research and Development, and the Deputy Secretary General for the Administration. The Deputy Secretary Generals are chosen on the basis of a competitive public selection process.

 
Secretary General Illar Lemetti

Illar Lemetti

Secretary General

Illar was born in Rannu in Tartu County in 1968. He graduated from the Estonian Agricultural Academy in agronomics in 1993 and obtained a Master's degree in agricultural sciences in soil science in 1995.

Illar Lemetti manages the structural units of the Ministry of Rural Affairs and organises the activities of the Ministry’s government and state authorities since 2 April 2016.

Deputy Secretary General for Agricultural and Rural Life Policies Marko Gorban

Marko Gorban

Deputy Secretary General for Agricultural and Rural Life Policies

Marko Gorban has been the Deputy Secretary General for Agricultural and Rural Life Policies since 1 June 2016 and he manages the work of the Trade and Agro-Food Department, the Rural Life Department, and the Agricultural Market Organisation Department.

Deputy Secretary General for Food Safety, Research and Development Toomas Kevvai

Toomas Kevvai

Deputy Secretary General for Food Safety, Research and Development

Toomas Kevvai has been the Deputy Secretary General for Food Safety, Research and Development since 1 April 2013 and he manages the work of the Food Safety Department, the Plant Health Department, and the Research and Development Department.

Toomas was born in Rapla on 6 June 1964. He graduated from the Estonian Agricultural Academy in agronomics in 1987. Toomas Kevvai started his work at the Ministry of Agriculture (current Ministry of Rural Affairs) on 14 June 1994.

Deputy Secretary General for Fisheries Policy and Foreign Affairs Olavi Petron

Olavi Petron

Deputy Secretary General for Fisheries Policy and Foreign Affairs

Olavi Petron has served as the Deputy Secretary General for Fisheries Policy and Foreign Affairs since 1 April 2013 and manages the Fishery Economics Department, the Foreign Relations Department and the European Union Affairs Department.

Olavi was born in the City of Pärnu in 1976. He graduated from the University of Tartu in public administration in 2000. Olavi started working in the Ministry of Agriculture (current Ministry of Rural Affairs) in 1998.
