Governing area

The area of government of the Ministry of Regional Affairs and Agriculture includes two governmental authorities, three administered state authorities and eight other legal persons – four public enterprises and four public foundations. The power of the authorities in carrying out tasks under the Ministry’s area of government have been established in their statutes.

Agricultural Registers and Information Board (PRIA)

The Agricultural Registers and Information Board organises the award of national grants and the European Union agricultural and rural life development grants, the Fisheries Fund grants and market management grants. Additionally, the Board keeps national agricultural registries and other databases and processes and analyses the collected data.

The Agriculture and Food Board conducts state supervision and applies enforcement by the state in the areas of land improvement, crop protection, plant health, plant variety protection, seed and plant propagating material, organic farming, genetically modified crop management, fertilisers and gardening products. The Board also conducts state supervision and applies enforcement by the state in the areas of veterinary practices, feed hygiene, food safety, farm animal breeding, market management and organic agriculture.

Centre of Estonian Rural Research and Knowledge (METK)

The mission of the Centre of Estonian Rural Research and Knowledge (METK) is to be the main research and development institution in its field in Estonia. The aim is to create research and development competence that combines the fields of plant breeding, soil, agrochemistry, environmental monitoring, and socio-economic research.

The Centre develops and manages information and communication technology services in the Ministry's governing area and provides these services to the Ministry as well as the authorities within the Ministry's governing area whose information systems are connected to the Centre's information system.

National Centre for Laboratory Research and Risk Assessment (LABRIS)

The Centre offers high-quality laboratory services for the detection of animal diseases and zoonotic infections as well as analyses to control the safety and quality of food, water, alcohol, and feed. Due to the needs of state supervision, the Centre performs analyses and studies based on the orders of the Agriculture and Food Board, the Health Board, and other competent authorities.
