Development and Implementation of a Fisheries Information System in the State Agency of Fisheries of Ukraine

The project was aimed at creating an electronic fisheries information system (KIS), which is an important element of economic analysis, to manage fisheries statistics and future catch quota forecast.

KIS will be accompanied by public fishing information on an official website. The project aimed at helping the State Agency of Fisheries of Ukraine (SAFU) to introduce and implement KIS.

The project concept was based on findings of several meetings between the respective Estonian and Ukrainian authorities that were financed by Estonian side (specifically by the Ministry of Rural Affairs and the Estonian Center of Eastern Partnership). SAFU delegations visited Estonia in November 2014 and January 2016, while representatives of the Ministry of Rural visited Ukraine in October 2015.

Project Objectives

The project aims at contributing in the following areas:

  • reducing illegal fishing;
  • fighting corruption in the fishery sector;
  • specifying the current status of fish stocks in Ukraine.

These objectives have been emphasised in the "Single and Comprehensive Strategy and Action Plan for Agriculture and Rural Development in Ukraine for 2015–2020".

SAFU has also stressed these areas as priorities on several occasions, such as during the donor coordination meeting at the Ukrainian Ministry of Agrarian Policy and Food on 3 March 2016.

KIS will enable SAFU to maintain and manage the history of all operations and data related to commercial fishing: fishing opportunities, fishing authorisations, and other fishing data (logbooks, landing declarations, and initial purchase/delivery/transport document data). It is also possible to manage fishing vessel register data using KIS.

Project Stages

  • Stage I: Development of KIS in Ukraine, preceded by an ex ante analysis with a view toward finding out which functions will be performed by Ukraine itself and which will be performed later by the Ministry of Rural Affairs of the Republic of Estonia.
  • Stage II: Adjustment of KIS according to Ukrainian legislation and modification of the system to make it applicable to the fisheries sector of Ukraine. Development of a web page.
  • Stage III: Consultations and trainings for the officials in SADU who will later take over the maintenance and development of the information system.
